Arkansas: NO multi-cueing & NOW LAW list of curriculum programs supported by science of reading to be created

This is a hugely significant development in Arkansas as described by Mary-Margaret Scholtens - the work of our dear departed Bob Sweet Jnr, in effect, continues.

Mary-Margaret writes:
From the Arkansas Department of Education on October 30th:

DISQUALIFIER:
If the theoretical basis of any submitted program utilizes the Three Cueing Systems Model of Reading or Visual Memory as the primary basis for teaching word recognition, it shall be disqualified because cognitive science refutes use in foundational reading.


It was inspired by our Right to Read Act. Here is the link to the law.

AN ACT CONCERNING SCHOOL-LEVEL IMPROVEMENT PLANS AND THE RIGHT TO READ ACT; TO REQUIRE THAT A PUBLIC SCHOOL INCLUDE IN ITS ANNUAL SCHOOL-LEVEL IMPROVEMENT PLAN A LITERACY PLAN; TO REQUIRE THAT THE CURRICULUM, PROFESSIONAL DEVELOPMENT, AND GRADUATE STUDIES RECOMMENDATIONS FOR A PUBLIC SCHOOL DISTRICT AND OPEN-ENROLLMENT PUBLIC CHARTER SCHOOL BE IN ACCORDANCE WITH THE SCIENCE OF READING; TO REQUIRE THAT THE DEPARTMENT OF EDUCATION CREATE AN APPROVED LIST OF CURRICULUM PROGRAMS THAT ARE SUPPORTED BY THE SCIENCE OF READING; AND FOR OTHER PURPOSES.

I want to be clear that the actual law says curriculum must be based on the science of reading.

To fulfill the law, the Arkansas Department of Education committee reviewing programs, in their official program review application, wrote that programs using 3 cueing would be disqualified. This was put on their website. The actual law did not use the words 3 cueing, but that’s the implementation of the law.

The Right Honorable Robert W. Sweet, Jr: USA

As Founder and President of The National Right to Read Foundation from 1993 until 2019, Bob testified before Congress, state legislative education committees, local school boards, and parent groups promoting reading instructional programs based on valid, empirical, scientific evidence.

During his more than 20 years of federal service he wrote legislation that has been implemented at both the state and federal level, and has initiated or assisted in the preparation and/or distribution of some of the most significant reports on reading instruction in the United States: Becoming a Nation of Readers, Beginning to Read: Thinking and Learning About Print, The Report of the National Reading Panel, Reading First, Early Reading First, Bilingual Education, Special Education, The Institute for Education Sciences Act, The Office of Juvenile Justice and Delinquency Prevention Act, Retarding America The Imprisonment of Potential, and, The National Adult Literacy Survey.

I'm cross-referencing this thread with one on the 'General Forum' featuring responses to Lucy Calkins' essay. So many contradictions have been found in Lucy's essay when contrasted with Lucy's guidance in her actual reading instruction material!

I cannot imagine the reviewers in Arkansas would find Lucy's literacy programme in line with the science on reading. Will the publishers get a wake-up call at last?
