What’s the big secret? Why should a resource developed with public funds be kept hidden from the broader community?

On so many levels this is unacceptable.

ANY educational programme should be made available for transparent review. Why wouldn't it be?

Over and over again we can demonstrate lack of accountability in the field of literacy.

How does one hold those in authority to account for such scenarios - lack of transparency and contradictions in guidance to teachers?
